The council voted to let the city manager sign a services contract with the John Muir Land Trust to evaluate the Alhambra Highlands Open Space project, and set aside $40,000 of American Rescue Plan Act (ARPA) money in line with the city's ARPA Spending Priorities Plan.

The council was asked to have the City Engineer prepare the annual Engineer's Reports on power and upkeep of streetlights, trees, landscaping, curbs, gutters and sidewalks from July 1, 2023 to June 30, 2024, for these Landscaping and Lighting Districts: 1979-3 LL-2 Village Oaks Terrace; 1981-3 Muir Station Park; 1983-3 Vista Oaks; 1988-1 Center Martinez; 1994-1 Creekside; 1997-1 Brittany Hills; 2000-2 Terra Vista; and 2001-1 Alhambra Estates.

The council was asked to set the rate charged per Equivalent Runoff Unit (ERU) for the budget year from July 2023 to June 2024, for the program that controls polluted rainwater runoff (the NPDES Program); and ask the Contra Costa County Flood Control and Water Conservation District to set a yearly charge on properties for drainage upkeep and this program.
Sewer system costs
The council was asked to have the city engineer write up how much money is needed to maintain, run, extend, or repair the sewer system in Contra Costa County Sanitation District No. 6 for the budget year from July 2023 to June 2024.

The council was asked to approve the Alhambra Way Nature Mural application and let the city manager sign any documents Caltrans requires to finish this project; and note this project is excused from a full environmental study under state law.
