PassedPlanar Smart Kiosk
The council voted to let the city manager buy a Planar Smart Kiosk for $26,000 using Public, Educational and Governmental (PEG) Access Funds, and update the city's budget year 2023 numbers to match.
PassedMorello School Park agreement
The council voted to let the city manager sign a written agreement with Martinez Unified School District ending the Morello School/Park Use Agreement.
PassedLandscaping, lighting charges
The council voted to decide on yearly landscaping and lighting charges for the budget year from July 2023 to June 2024 for eight districts (Village Oaks Terrace 1979-3 (LL-2), Muir Station Park 1981-3, Vista Oaks 1983-3, Center Martinez 1988-1, Creekside 1994-1, Brittany Hills 1997-1, Terra Vista 2000-2 and Alhambra Estates 2001-1) by: describing planned improvements and changes; saying the city plans to collect these charges and setting June 7, 2023 as the night anyone can speak on it before the vote, and telling the city clerk to publish notice; and approving the engineer's reports for these districts.
PassedFishing Pier Restoration
The council voted to set aside $150,000 in American Rescue Plan Act (ARPA) money for permit help and a required environmental study to speed up the Martinez Fishing Pier Restoration Project, in line with the city council's ARPA Spending Priorities.
The agenda does not say what the four ARPA Spending Priorities are.
PassedMitigated Negative Declaration
The council voted to hear from anyone who wants to speak, then: approve an updated add-on to its already-approved environmental study (a Mitigated Negative Declaration) and send LAFCo a request to add this land to the city; and take the first of two votes on changing the zoning of two neighboring properties at 3128 Sycamore Street and 1044 Santa Fe Avenue (Assessor's Parcel Numbers 375-311-001 and 375-311-003) from M-29-P to R-1.5.
PassedDevelopment impact fee study
The council voted to let the city manager sign a consultant services contract, and any changes to it approved by the city attorney, with Economic and Planning Systems, Inc. (EPS) for up to $87,000 to do a study on development impact fees.
