The council voted to take the final vote on the new rules for accessory dwelling units and junior accessory dwelling units (ADUs and JADUs), covering several zoning chapters, and let the Community and Economic Development Director, the Planning Manager, or someone they pick decide how to interpret the zoning rules.

The council voted to approve the city's Measure J Compliance Report for the budget years from July 2020 to June 2021 and July 2021 to June 2022, and let the mayor sign it and the city manager or someone they pick send it to the Contra Costa Transportation Authority (CCTA) for approval.

Context

Why Submitting this report lets Martinez keep receiving its share of Measure J money for local street repairs and stay eligible for other transportation funding.

PassedFishing Pier permit review

The council voted to let the city manager sign a contract, and any changes to it, with AnchorQEA for up to $75,000 for environmental review and permit help on the Fishing Pier Restoration Project, and put $75,000 of the $150,000 in American Rescue Plan Act (ARPA) money set aside earlier back into the ARPA fund.

Context

Why The city's $2,547,600 federal grant for the pier project requires extra environmental review under federal law, and city staff do not have the in-house expertise to handle this specialized permitting work.

PassedBond tax rate

The council voted to set the property tax rate for the 2023-24 tax year needed to pay the voter-approved parks, library, and pool bonds, and send it to Contra Costa County.

Why Voters approved up to $30 million in bonds in 2008 to pay for park, library, and pool improvements, and the city must set a property tax rate each year to make the bond payments.

Why State rules require the city council to approve a public pay schedule that lists each position's title, pay rate and effective date, and to keep it available for public review for at least five years.

The council voted to accept the 2022 Measure H Park Improvements Projects (C5041, C5042 and C5043) as finished, and have the city clerk file a document saying the work is done (a Notice of Completion).

PassedTentative Agreement

The council voted to approve the pay terms of the agreement between the city and the Martinez Police Non-Sworn Employees Association (MPNSEA) for the contract period from July 2023 through June 2027; move $89,136 from the city's reserve money for those costs; and have the city manager post an updated pay schedule and work with the MPOA to finish the wording of the final agreement before it comes back to the council.

Why The city and the police non-sworn employees' union needed a new agreement because their previous one expired on June 30, 2023.
