PassedPickleball project design
The council voted to let the city manager sign a change to the contract with RHAA for up to $7,200 more, for a total contract cost of up to $196,146, to provide design work on the Hidden Valley Pickleball Project (C5047).
PassedPolice technology funding
The council voted to approve a change to the budget year from July 2023 to June 2024, setting aside unspent money in the Supplemental Law Enforcement Services Fund (SLESF) for police technology projects.
Why The police department needs about $20,000 for new Microsoft SQL licensing and $8,000 from Sun Ridge to help move its dispatch and records system during a server upgrade, plus funds for a backup police radio.
Maintenance Worker job change
The council was asked to approve changing the Maintenance Worker II (1020) position (#94105), and the person holding it, to the Instrument Technician (1016) job in the Public Works Department.
No voteCity Clerk ballot measure
The council was asked to hear a report about changing the City Clerk's Office to have an appointed staff position instead of an elected one; consider a ballot measure to make that change; and approve sending voters a new city law that would change the elected office of City Clerk to an appointed one, to be placed on the ballot at the March 5, 2024 Special Municipal Election, combined with the Statewide Primary Election.
Why The City Clerk recommended the change because his elected term ends in November 2024 and the office's duties have grown from ceremonial tasks to complex work like handling Public Records Act requests.

The council was asked to hear a report, discuss it, and tell staff to update the city's organization chart to make the Finance Division a Department and to change the Senior Accountant job to a management position decided through a job study.
Why The Finance Director position is vacant, and Assistant City Manager Lauren Sugayan has been serving as both Assistant City Manager and Acting Finance Director since the director's departure in August.
