PassedMarina management contract
The council voted to let the city manager sign a contract with F3 Marinas to manage the Martinez Marina.
Why Suntex Marinas, which had taken over Almar Marina, ended the marina's operating agreement in August 2024, and the city's interim management since then has always been meant to be short-term.
PassedJoltin' Joe vessel
The council voted to let the city manager sign a contract with the Joe DiMaggio Hometown Hero Project to give ownership and care of the vessel Joltin' Joe to that nonprofit.
Why The city lacks the storage space, expertise and money to keep the boat properly preserved, and council members said in March 2024 that they wanted it given to the Joe DiMaggio Hometown Hero Project instead.
PassedCity manager salary
The council voted to approve a change to the November 2, 2022 city manager employment agreement to raise the base salary by 8.8%, and let the mayor sign it.
Why The raise combines a 3.8% cost-of-living adjustment that matches the raise other Management Compensation Plan employees got and a 5% increase in base salary.
PassedManagement pay plan
The council voted to approve the Management Compensation Plan changes as written and change the salary schedule.
Why The change gives Management Compensation Plan employees a 3.8% cost-of-living adjustment, and the city manager and police chief's contracts say they get the same adjustment as the employees they supervise.
Proposed Let the city manager sign changes to the Management Compensation Plan (MCP), effective January 1, 2025, and change the pay schedule to match, with the pay changes for the city manager and chief of police not starting until January 1, 2025.
PassedRankin Aquatic Center project
The council voted to accept the Rankin Aquatic Center Equipment Room Replacement Project (No. C5044) as finished, and have the City Clerk file the document recording that the contract work is done.
Why The project's heaters and variable frequency drives took several months to arrive, and extra work was needed to fix leaks and condensation in the equipment room before the job could be finished.
PassedCity Clerk reclassification
The council voted to approve the City Clerk job description, change the city's job classifications to add City Clerk and remove Assistant City Clerk, reclassify the Assistant City Clerk position and its current employee to City Clerk as the Civil Service Commission recommended, approve the matching pay range, and update the budget for the budget year from July 2024 to June 2025 to add one City Clerk position and remove one Assistant City Clerk position.
Why The Assistant City Clerk classification was created in 2022 to recognize the high level of responsibility performed in the office, while the elected City Clerk mainly performs ceremonial duties.
No voteTransit oriented communities
The council was asked to hear a report on the Metropolitan Transportation Commission's Transit-Oriented Communities (TOC) Policy; tell city staff to start writing policies for the council to consider that follow the TOC Policy and to apply for grant money; and tell the city manager or someone the city manager picks to ask for more time to follow the rules.
Why The policy aims to make areas around transit stations, like the Martinez Amtrak station, places where people of all abilities, income levels, and backgrounds can live, work, and reach services.

The council was asked to hear the City of Martinez Neighborhood Traffic Management Program (NTMP).
Why The program aims to address neighborhood traffic concerns, improve pedestrian and bicycle safety, and keep the character of Martinez neighborhoods.
