PassedBond oversight committee
The council voted to end the Measure H Citizen Bond Oversight Committee.
Why Voters approved Measure H in 2008 for park, library and pool projects, and the citizen oversight committee formed to watch that spending has completed its duties.
PassedFire hydrant maintenance
The council voted to set aside $500,000 from the city's Water Enterprise fund for fire hydrant and valve maintenance and testing, for the budget year from July 2024 to June 2025.
Why The fire district stopped assisting with hydrant and valve maintenance in about 2012, and the city has since performed only limited maintenance, with flushing nearly suspended during recent droughts.
Landscaping district reports
The council was asked to let the city engineer prepare the yearly reports for the 2025-25 budget year for eight Landscaping and Lighting Districts: 1979-3 LL-2 Village Oaks Terrace, 1981-3 Muir Station Park, 1983-3 Vista Oaks, 1988-1 Center Martinez, 1994-1 Creekside, 1997-1 Brittany Hills, 2000-2 Terra Vista, and 2001-1 Alhambra Estates.
Why The 1972 Landscaping and Lighting Act lets the city collect a yearly assessment from properties in each district for lighting and landscaping, and these reports start that process for next year.

The council was asked to hear a report and tell staff what to do next on the Outdoor Dining and Retail Program.
Why The program started during the pandemic to help businesses operate outdoors under county health rules, and grew popular enough that the city wants to explore making it a longer-term part of downtown.

The council was asked to hear a presentation on Coordinated Outreach Referral and Engagement (CORE) services from the first two quarters of the 2025 budget year, discuss it, and tell staff what to do next.
Why It updates the council on outreach to unhoused people, after 127 people lost housing in Martinez in 2024, a 10 percent rise from the year before.
