PassedNew fire codes
The council voted to take the first of two votes on a new city law that puts the 2025 CCCFPD Fire Code and 2025 CCCFPD Wildland-Urban Interface Code (with local changes) into the city's rules, and changes sections 15.28 and 15.29 of the city's own laws.
PassedRecreation program fees
The council voted to approve the Community and Recreation Services fee schedule with the changes made to it, and find that the project is excused from full environmental review under state environmental law.
Proposed Hear from anyone who wants to speak, and change the city's list of fees for Community and Recreation Services; decide that the project does not need environmental review under Public Resources Code section 21080(b)(8) and guideline section 15273(a), because the fees are meant to cover the cost of running the programs.
PassedShell Pipeline franchise
The council voted to hear from anyone who wants to speak, skip reading a new city law aloud in full, and take the first of two votes on a law extending the city's existing agreement with Shell Pipeline of California, LLC.
PassedMilitary equipment report
The council voted to hear the Military and Specialized Equipment 2025 Annual Report and find that the equipment follows the rules for approval set out in Government Code section 7071(d).
No voteCity budget updates
The council was asked to hear an update on the city's Strategic Plan progress; change the money coming in for the budget year from July 2025 to June 2026 as shown in Attachment B, and the money going out as shown in Attachment C; and change the city's five-year plan for building and repair projects (its Capital Improvement Program Budget) as shown in Attachment C.
