PassedWaterfront grand jury report
The council voted to look at the Contra Costa Civil Grand Jury report titled “Martinez: Developing a Vibrant and Sustainable Waterfront” and let the city manager send the city's answer.
Why State law requires the city to formally respond to the Civil Grand Jury's eighteen findings and one recommendation before its September 11, 2026 deadline.
PassedHidden Valley tennis courts
The council voted to defer the tennis court conversion until the Park System Master Plan is done; have staff come back with a written decision setting a 9:00 PM closing time at Hidden Valley Sport Courts; and bring back citywide park hours for more discussion.
Why The council has been asked repeatedly since April 2026 whether to change the courts' hours and raise fines for park violations, and construction converting the former pickleball courts to tennis will soon begin.
Proposed Confirm tennis as the use at Hidden Valley Sport Courts and let staff start the Tennis Conversion project in the budget year from July 2026 to June 2027, or wait for the Park System Master Plan process to finish and look at other uses; tell staff to come back with a written decision either matching the courts' hours to all other city sport courts or barring use after 9:00 PM; and confirm fine levels stay the same.
PassedAccessory dwelling unit rules
The council voted to pass a local law right away changing the city's zoning rules in Chapters 22.04 (Definitions) and 22.43 (Accessory Dwelling Units and Junior Accessory Dwelling Units) to match what the California Department of Housing and Community Development said about rules for accessory dwelling units.
Why State law requires local agencies to allow accessory dwelling units and follow specific standards for size, height, and setbacks, so the city is updating its rules to follow them.
PassedCounty parking license
The council voted to let the city manager sign Addendum No. 1 to the license agreement between the City and Contra Costa County, a temporary one the city can revoke, changing the allowed employee parking hours from 7:00 AM to 7:00 PM to 6:00 AM to 8:00 PM, in a form the city attorney approves and only if the California State Lands Commission agrees.

The council voted to let the city engineer put up stop signs for all directions where Castro Street meets Green Street.
PassedSolid waste subcommittee
The council voted to approve setting up the Solid Waste Franchise Ad Hoc Subcommittee and name its members.
PassedTort Liability Platformwho pays when sued
The council voted to approve the city's stated positions on laws about who pays when someone is hurt or sued (its Tort Liability Legislative and Political Platform) and let the mayor, city manager, or a person one of them picks pass on those positions on bills, rules, group letters and related lobbying, in line with the Platform.
Why The city says liability costs affect the money available for services like public safety and parks, and a formal platform lets it respond quickly to legislation affecting liability.
